What exactly does this do? The FAQ said it debilitates the 3 HAM bars for 2 minutes, its icon says modify movement speed and its description says makes a target more vulnerable to attack.

So what exactly does it do?

It applies a nicesnare to the target so they can only walk and it will lower there maximum health by about 100 or so HP I think. Kinda like you just made the target channel force without gaining any force.

I had it for a while but it didnt do much. Did do a little damage and apply a snare. I got rid of it before the last update. I found powers over all pretty useless. BUT fun in pve.
