i cant make a character on testcenter because it is full... does full mean there are to many characters playing right now or to many characters created in that server.... BOTH testcenters are full.... does this mean i cant test ?

It means that lots of people got in when they first came up and have gone AFK as to not lose their place. Unfortunately until most people wake up in the US we have not much chance of getting on. Even then the chances are slim.
