They add to your Force Regen Mod
The Force Regen mod on a Double Master is +64
Which means you will generate 64 Force every 10 seconds
Adding +1 means that you would now generate 65 Force every 10 seconds
Robe adds +10 (when they fix it) and goes to +74 which is 74 Force every 10 seconds

Right, correct. To be complete you can have Force Meditation and your rate is x3, so up to 222 Force/10sec
More realistic with broken robe and single master while meditating I regenerate 2000 Force in 120sec
