below premium, above quality.
I believe the only things that dropped this quality were Singing Mountain Clan Guardians Pre-cu (before the pvegame was made sucky)

ah, i never killed one of them. SMCs were easier tho. I'm imperial, but i remember their armor was much better than SMC guardians. /cry i miss being able to have info about my target
