I think its related with ls speed CA's but dont know much... what is it?

All attacks except the basic Saber Hit use base speed for warmup / cooldown calculations, not the modified speed. That is why all speed mods (in the profession and from CAs) dont have any effect on moves other than Saber Hit. A Novice LS attacks as fast as a LS 0404 and a MLS (although the higher-level templates can set this effect off a little by using alternating attacks, but even those alternating attacks cannot be chained as fast as they should be).

Most MLS people i know hit once a second now. I fail to see how there could be a speed bug. Are people supposed to hit leghit and headhit in the same second.

that's an entirely different bug, many are calling an exploit now.. not gonna get into it because their defense is that it's a counter to the exisiting bug, so I dunno where to stand on it.
