Is there a real need to cap ls accuracy? I haven't done much pvp but I can't remember ever missing a npc or creature on a mission. Maybe I'm missing a finer point and would like some input.

As MLS I feel I miss a lot more than I think I should. But to answer your question, I don't think there is any cap to accuracy, just a diminishing returns system. You will see big gains of adding accuracy if your accuracy is low. However, the higher your accuracy is, the less of a return you will see by adding accuracy. That being said, I think the more accuracy you have, the better.

Let me clarify that I am also a mls. That being said I still haven't noticed a miss in the many months playing. So is guess my question should be, is there a real need for a mls to in crease ls accuracy for pvp or pve?

the question is Accuracy vs defence - not just accuracy (well in pvp anyway)
players with aura up - or COB/duelist stance up - have very high defence mods - and so without drinking corellian ale - (+200 accy) you will find you miss them quite a bit even as a MLS

I knew that I was missing something (that being another player's defenses). Thanks for the info.

yup. when you match the acc vs def, not only do you get your chance to hit. But you can get a damage modifier also (+ or -). I rarely miss either. As a Mls. But there is areason why I hit some creatures harder than others.
