From the info we have no, i would say no. But as Kyle Katarn once said;having certain jedi powers doesn't make you good or evil, its how you use them

I would think you could easily roleplay a light or dark jedi, but i don't think there will be any constraints on accessing particular skills such as lightning or heal for example.

I am truely hoping there will be certain quests that detrmine whether youre dark or light.
