What would you think if cloak got something like a timer after you decloak or something. After you cloak you must wait 5 minutes to reactivate it. And maybe cloak requiring a wind up? 30-45 second wind up for cloak to activate? Just throw some ideas out there people.

2 min cool down exceptable, wind up would not work I think.
