Tiggs has already answered this question, youcan locate it in the Dev tracker posts, as long as you are CL 80 and have atleast 1 novice box in jedi skills before the NGE goes live, you will be a full jedi and also receive the Vet Jedi rewards
As for skill points, that is a thing of the past, there are no skill points at all anymore, there is just professions and a 1 path advancement in it.
