... create some sort of FRS that will do nothing more than rank robes (with no better stats than other robes) and titles... just for titles and FRS's sake... Jedi would not participate in the FRS for more power, but for respect, cool robes and titles...

Nope, someone might feel bad that they couldn't advance in the FRS easily enough. So of course the CU3 would introduce Jedi Council Leader as a starting profession for the sake of "balance"
