Because players are capped below level 15-20 for Low Level Testing. Noone can craft a saber yet. Also Saber crafting has been moved from Box 3to Box 5 of the second tier.

I think what we are asking is what to prepare for with the NGE. Should we prepare for the NGE by crafting new sabers with emphasis on damage, speed, efficiency or what? And should we be making 3rd gens, or will we be grandfathered in with our current 4th gen sabers?
