Here is my suggestion for how to fix the Pearl drop problem. Please provide feedback or your own consructive suggestions.

I firmly believe the current system of crystal tuning is fundamentally broken and because of it's highly random nature inherently unfair and difficult to balance.

My suggestion would be give all pearl or crystal types fixed stats not random stats. A new Jedi skill "Force Atunement" should be introduced. Points in the skill would be distributed across the light saber skill tree, with most falling in the techniques boxes. A maximum rating of 100 in force attunement would be available from a full MLS tree. This skill determines the level to which a crystal can be tuned and harnessed as a percentage. If you have a skill of 50 you would tune to 50% of the rated value of the crystal.
Such a system would allow for the free trade of crystals with known and predictable outcomes. I would suggest that more crystals be freely retuneable but with some loss of condition (high end crystals would lose condition than low end).

A system like this would be much easier to control and balance and would be a lot fairer for all and would remove the need to make crystals and pearl drops ridiculously rare. Full templated jedi would get better tunes typically than partials and you could retune your own as you became more experienced.

My $0.02, now please add your own.

In my experience (a variable thing person to person I am sure) it is not as random as you think.

I have 5 prems - all better than my best quality

I have 20 or so qualities. at least 75% are better than all my good/fair/poors.

out of 20 or so good/fair/poor only 1 or 2 were better than my worst couple of qualities.

I kinda like a little randomness to it. The CU took away so much from the game and made it simply a grind fest. Also everyone would just do MLS, tune there stuff then respec.

I agree something needs to change though and I think yours is one a decent idea, but I think a better solution is still lurking out there.

A bit of randomness can be good I agree, but I rather see that come from the crafting of the saber than tuning of pearls.
The randomness would also be introduced by having a good variety of crystals and crystal rarities.
One way around the MLS respec issue would be to base attunement percentage on maximum force pool instead of light saber tree. Respecing wouldn't help you then and it kind of makes sense that the more in tune with the force the better you can tune. Formula could be something like 6000 divided by lesser of 6000 or current max force pool (to keep the dabblers happy).

Some nice ideas there - perhaps your idea for state bonuses could be the random element for crystals rather than the base stats which I would like to see become fixed stats, common for each type of crystal. I'd like them all to have names or classifications and different rarities. For example an Ancient Krayt Pearl (formal called flawless) could, for example, have stats of 150 Damage -10FC, -.4 speed and be extremly rare. Only a full templated jedi would be able tune it to that level, partial templates would get some fraction of that based on their force pool. A Giant Krayt Pearl would have stats of 120 Damage, -9 FC, -.3 speed. NPC crystal drops could be named after the NPCs that drop them and have stats based on level of difficulty of the NPC that dropped them.
