Since noone else has done it yet, here are pictures of the old FRS Arbiter and Oppressor robes.

shouldn't the old light side arbiter robe be the one with the cape as well?

I think the Light Robes with the cloak are the Consular Robes, a rank higher than Arbiter. Thats if i remember correctly.
