The population has taken a dive, ghost cities and condemned factories scar the landscape.
Whatever is happening with this new version of the game, the current one was already dying - may as well try to save it.

I think most people are clamoring to get on test to mess with the new system and aren't bothering logging into live since there's less of a point to now. How the population looks 4-6 weeks after it goes live will be more telling.
