But seriously, SAC and speed work hand in hand really. I don't think there would be a World of difference between 100 and 95.

The pre CU one is better.
Of the 3 differences, SAC speed and damage, having the higher damage is more important than the higher speed and SAC.
SAC = Special Action Cost.
This is how much your action bar takes a hit each time you use a saber special.
sac is special action cost - determines how much of your GREEN bar gets used up when you swing your weapon.
as for saber crafting look in the stickys at the top of the board - there is a dummies guide to crafting in there
SAC is the amount of action (the green bar) that gets consumed when you use your saber (or any weapon).
The lower your SAC cost, the longer your green bar will function.
