I'm looking to regrind my template to add one of the above skills.

I don't PvP and only take on BH's if they happen to catch me uncloaked.

I mainly take on high end PvE such as the Death Watch Bunker.

Would DF 4000 or DF 0004 be of more use to me?

i would say neither... 0040 is the only way to go if you are going to do one tree of defender... +500 melee defence +500 ranged defence when you have /forceaura on.

Tough call...are you expecting a creater amount of ranged attacks to be used agasint you or are you planning on taking all the hits?

Ranged attacks =Valor xxx4

Taking hits needs mitigation = Melee defense + inate armor 4xxx

Ok, I'm swaying towards DF 4000.

How does Dominate Mind work?

When used on a NPC, will it bring agro from all
around it? Or just the single one you use it on?

Does it force NPC's to come to you? Or does
it just make them angry?

in a group situation it means the target is much more likely to focus on you - like the TK taunt command
