Umm....action costs were removed. That is why the publish was delayed.

You heal once every six seconds with Force Heals and once a minute with stims. Unless you use Bugged Ruby Bliel(It's full name in my opinion) then it is stim, bliel, force heal, stim, bliel...etc.
