If the totally out of balance snare rules arent' enough of a problem, pistoleer Stopping Shot now has a cooldown of about 3 seconds. I enjoy this new bug/exploit/gift on my BH toon, especially considering how many times Stopping Shot doesn't stick or my shots even land on high end PvE. However, this is unacceptable for PvP balance.
One of the patches soon after CU they added a long cooldown time to Stopping Shot to prevent chain rooting only to bring it back with Pub 24.
Is this a mistake? I am assuming it is, since they managed to bumble so many things yesterday. My YT now has ceiling textures from so other part of the ship in the cockpit now, WTH!?

Stopping shot does not stick on PVP either. I can root someone but i cant root them again for around 20seconds and the timer is 5 seconds. The Stopping shot doesnt stick if you keep firing it every 5 seconds or when the Stopping Shot is up.

Interesting, possibly a 'hidden rage buff' or something at work? In PvE I was able to root, not end to end like a true chain root, but certainly before the snare wore off I could get a root to stick which is much faster than before since my alt only has Improved Stopping. Between roots and constant snares, the NPC mark I was testing on didn't stand a chance. I extrapolated that out to PvP for an ugly scenario.
I'll try some duels and see if it's any different but I'm telling you the cooldown timer is nearly gone on stopping shot now and that can't be too good for melee people.
