The enclaves look cool, but unfortunately thats really all there is to them. They serve no real purpose. This is an idea to give them a purpose, and Jedi a reason to actualy go to them:
1) Access: Currently, only Knights can access the enclaves(unless your cloaked or FR). Why? Well, its basicaly the only reward for being a Knight, and being a Knight in itself comes with a price(of being always overt). The requirment of being a Knight to enter the enclaves should be changed. Anyone who is a Jedi should be able to enter an enclave as long as they are factionaly alligned(rebs for light enclave, imps for dark enclave), however, Knights should have special privilages within them.
Additionaly, just like you can land at Jabba's palace from the tat space station if you have gotten his badge, a Jedi should have the option of being able to land at an enclave from space. You should be able to tell the Yavin space station "I think I'll find my own place to land", which will land you at your correct enclave(Light for rebs, Dark for imps).A starship terminal should be placed somewhere within each enclave from which you can launch your ship when your ready to leave.
2) Assignments: Have a force shrine located in the enclavethat you can meditate in front of and recieve random missions based on your CL. The types of missions should range from the type(not exact ones, just the style)of missions fromthe padawan/knight trials, to having to kill a dark jedi(or light depending on your faction) like the melliche exit quest from the village(again, not the same mission, just that type of situation). These missions should take about 25-30mins to do(as they would require travel to multiple planets like the padawan/knight trials missions, and should reward (insert fair amount here) jedi xp for completing. This would give those that chose to do them a roleplaying alternative to simply killing animal after animal after animal to get jedi xp.
3) War between the Light and Dark(primary path to FRS):Have aterminal in both Enclaves that is accessable only to Knightsthat allows them to take missions on Knights of the opposite faction, which they would hunt in a BH-like fashion (the way Darth Maul ambushed Qui-Gon on Tat). This would create a intense war between the light and dark sides of the force, whichalready shouldexist, but doesnt. The terminal would only display missions for Knights of the opposite faction of the enclave it was in. Oncea knight accepts the missionit would bedone exactly the same way as a BH mission. For each mission sucessfully completed(which means an enemy Knight killed) you gain points in the FRS.
The purpose of this terminal(besides the FRS)is so a Jediwould still havecontent to look forward to upon reaching Knight, and still have a reason to watch their backs, as BHs dont pose much of a threat to experienced Knights. Again, the terminalwould only show Knights, notpadawans, as they have enough to worry about w/ BHs.
This would alsogive Jedi a reason to actualyuse thedueling roomin the enclaves, as if their going to have other Jedi hunting them they need to be experienced in Jedi v Jedi PvP. If the enclave is accessable from space, it wouldnt seem too out of the way to go there for practice, where as now people would rather do it in their guild's town(or worse yet in theed)or wherever elsebecause of the long drive to the enclaves. A force shrine should also be added inside each enclave in case anyone is DB'd in their practice session, or tripple incapped.
4) The Master/Padawan system(secondary path to FRS):The ability to take a 'padawan' of your own. Here is how this can work, in the most easy manner possible, without making it hard for the Devs or players to accomplish. All the 'padawan' relationship is, is a new type of group. Only Jedi can form this type of group, and it can only consist of 2 Jedi. One has to be a Knight or Master, the other has to be a padawan. To form this group the Knight/Master must firt group w/ the padawan and once grouped they mustspeak with a NPCJedi located insideyour enclave.Once a padawan has accepted the invitation, the two are free to roam wherever they like. While a padawan is grouped, he gains1.5 x experience for killsif grouped with a Knight, and2 x experience if grouped with Master.
The bennifit for the Knight or Master would be that for every (insert fair number here) experience a padawan gains while grouped with them, they gain (insert fair number here) points in the FRS. Thismaster/padawangroupwould remain in effect until either jedi speaks with the NPC in the enclave again and asks to leave the group.
