Here is what I belive would be a good change for Jedi.
Change the unlocking of a Jedi to a new totaly diffrent system put in place after you finish the village grind.
This would be a total quest based "trial" in which the player persues many diffrent quest that they must do solo. There should be many quest and at random certain ones are chosen(so that it would cause players to figure things out for themselves for a long time till all quest had been found out), and also every few months change the quest. Next it wouldnt be pass or fail a quest but rather you would be scored on how you did, and you cant restart a quest. This should take a few months to complete. After you finish all the quest the "jedi council" would decide if you are worthy of becoming a Jedi. If chosen at this time Padawan should be given to the player, if they say no then the player would have to restart the quest.
This system would make it so jedi arent popping up so much and would make it harder plus take longer thus controling the jedi population.
