lol this is a noob question but i thought the kursk cloak dropped from the storm lord if it doesnt where does it drop from

Is the cloak only brown or does it come in black also......cause i am looking for a black one and wanted to know if it was possible to get

It's always brown. If you want a black one go kill the Storm Lord, both cloaks have the same stats and the only difference is color.
