Does it matter if you are an initiate, padawan, or knight? Does that effect theoutcome/results of the tune?

nope
except at initiate you have no force pool and so cant tune damage pearls

Just do a /sit before you tune them. That way you don't have very far to fall from the shock of tune results.

At lower levels you won't have enough force pool to tune pearls. I don't remember the exact numbers, and haven't tuned one since the CU, but it was something like 100 force for a poor 200 for a fair, 400 for a good, etc. At lower levels, a jedi won't have enough force to even try to tune certain pearls.
