The Developers listen to hard data only. They have to be shown that they are wrong. Just saying it isn't enough.

yeah, I know.. They always beta-test soemthing in live servers
Well, But that give them time to do other things such as the new expansion.. How many of u want to bet that Premium, crystals will drop from MOBs in the new planet?
For sh|ts and giggles, I hunted krayts all night. (Admittedly, I am a Pre-CU knight witha Pre-CU saber full of Pre-CU pearls)
I spent 3 hours hunting krayts, and lootedsix good pearls.
The best tune was 111/-9...so don't tell me that good sabers can't be made

I am absolutely NOT saying that good saber's can't be made. I'm not Jedi yet, but I really do hope I have the luck you had tonight. hehe.
Just from the data I've been given though, I do believe that it was much easier PRE-CU to get perfect or near-perfect tunes on pearls. Of course then there were premiums and flawless pearls too.
POST-CU I think it's so rare it might as well be called "impossible" to get a perfect tune on a "good" pearl.
Though I know my luck and I'm guessing -50 -0fc will be about the best I come up with. hehe.
best i have had so far is 58 dmg/ 0.29 speed / -9 fc that was off a good pearl i know the dmg is a little low but man what a crappy tuned pearl.. 
I lose a little dmg using that bad boy but i gain loads of speed...
My modded ls speed is now at 1.17 with this and has a dps of 650ish..

I know not uber or perfect but still can handle well in the right hands.

OTOH, I just burned through 42 post-CU good pearls and the best tuned was 49/-6. I'm sure it sounds fair to you.
