can i delete my second toon and recreate him, or do i lose that toon if i delete him?

You unlocked the second slot. You can do what ever you want to with the toon.

As long as your post-pub 9, then you can delete the second toon (keeping your Jedi) as many times as you like. Redo one-time quests for rewards, grind away to your everlasting merriment on every prof in the game (who says holo-grinding is dead?)--anything you want.
