As the title says... I have ls tech IV and a +25 suit... how to make the best use of it when makeing a saber?

Eff untill you cap that , not sure on what cap is , maybe 48 on DB LS then the rest is upto you but id say definatly most into eff

I put all mine in efficiency. Lower SAC + lower force cost = great. Never looked back and I rarely run out of action even with no food buffs, or anything.
