I'm hoping this is a fluke and I will test it some more tonight. This saber was made just prior to the test and the crystals newly installed:

2h 4th Gen Saber (Typical Post-CU)

FC = 31

AS = 3.1

MS = 2.1

Damage = 478 - 578

Elemen = 144

SAC = 120

Took CL 80 Canyon Corsair Mission. Used basic Saber Strike with no force powers running.

Actual Speed = 4 seconds (consistent)

The speed was so slow that when all the corsairs were dead and the camp was attacked that the toon would turn off his saber in-between strikes. The good news is that elemental damage was being accurately applied. More info to come.

Follow-up

Okay, it appears the 4 sec delay in between strikes was a fluke. A bad fluke, but one just the same. What I can report after testing on several planets is that without force speed, no one will hit faster than than the base saber speed. While this is not new to anyone, it remains a significant disadvantage for Jedi considering the base speed of a saber remains pitiful. I'm also guessing that the speed issues will not be fixed before the expansion.
