1. Moves the penalty to the system (i.e. BH doesn't cause penalty)


2. Doesn't force "normals" to PvP with Jedi


3. Still allows BH to hunt Jedi


4. Hopefully eliminates starport duelers


5. Raises Jedi to iconic status again, etc.

Hmmm... Wounds to the Force bar suffered when you die a GCW or BH death and healed over time...?

It is an interesting thought and a possible replacement to xploss...
