I have been doing a lot of thinking on how I would design this. I think I have something that might work.
The problem with the last FRS was that it was solely based on pvp. I feel that the new incarnation of it should have more of a Star Warsy feel. Do do this, I suggest that FRS be a combination of jedi missions (a new terminal similar to the BH terminal) where you would collect tokens to cash in (similar to our dreaded grind), jedi apprenticship points, and pvp ranking. I will discuss each of these seperately.
Jedi Missions: These would be short missions to go and quell this or kill that. They would be similar to the Bounty Hunters in that there would be NPC and PC missions available. The NPC missions would be a way for loot gathering, but much harder than the BH missions..ie 3+ level 82's and the occasional DJK, DJM and FS. You can group to do this, but then the tokens earned would be divided evenly..so smaller groups would be the only way. There would also be PC missions on opposing faction jedi (neutral would get either imp or rebel). For the record, I do not believe in the PVE jedi. I believe that anyone done with the knight trials is a viable target, as well as any jedi that has gained enough vis to be hunted. These missions would pay out more tokens but would be solo only missions. They would also be 1 on 1 missions, as only 1 missions would appear on the boards at a time. The each jedi would have a Jedi TEF which will forbid any assistance from anyone, and autoboot you from any duel or GCW status. This would be 1 on 1 only. Also, you would only be able to take a mission on a jedi that is higher or equal rank as you.
Jedi Apprenticeship Points: When you train a new jedi in a skill, you gain a number of jedi apprenticeship points. The kicker is that these have to be beyond novice box (as they are now) and any jedi can train any skill regardless if that skill is in their template or not. The tokens gained from apprenticeships would pay well...very well. They would be the combat xp of the FRS. However, since the ammount of J.AP that can be banked is severly limited and you would need to travel to cash them in, it would not be very exploitable.
PVP Ranking: This one has given me a lot of trouble. The problems I have always has is with teh rabid starport gankers and jedi "Bullies". You know the ones, they have the best everything and are amazing pvpers. Well, the easiest solution to this would be that you only gain tokens and ranking from killing jedi with a higher rating than you. If they are equal or lower, no points gained. This would force the better pvpers into a defensive position and the less skilled pvpers would be encouraged to grow as a player. Yes, the higher you go, the harder it will become to gain tokens, but that is realistic.
All tokens would be turned in to an NPC at the Enclaves and FRS xp will be awarded at that time.

good idea. its fun to speculate, huh? Its the only thing that keeps some of us going. . . for me, my patience is wearing very, very thin. . .
Other than brainless PvP or grinding, there isnt much to do anymore BUT speculate

You got my support, i think it should be as close to the main idea (which was the movies) as possible.

My opinion would be that dark jedi can take missions against rebel, nuetral and imperial.
It would make me feel more evil. Dark jedi should be able to turn on each other with out a moments notice.
You have a mission on a fellow dark jedi that you hunt with, but they don't know that, giving you the chance to double cross them when they don't expect it.
It would also make being a dark jedi a bit more exciting I would think. Just think you and another dark jedi are pvping somewhere or doing a quest, and all of a sudden he turns on you when he/she sees your focused on the task at hand.
Dark jedi can work toghether, but we shouldn't put our trust in eachother.

you should still get a kill token for a lower level pvp jedi, even if albeit minimum, you still get something for the kill.
as far as training for points, no, this would even be more exploitable then all our allustrious master jedi fight clubbers, who never the left the fight club guild hall for months, yea, great system there, really something to be proud of, .
the training token thing would be far worse then this, and thats not the real knight padawan relationship were looking for, as far as a jedi mission terminal, oh yea, and it should be on other players, like the ones on opposite factions with high pvp ratings, or bh s who kill your faction jedi . this makes more sense. but training tokens for for skills you dont have? what sense does that make.
no token for a jedi killed who has a lower pvp rating hen you? a kill is a kill, just get a lower amount of tokens for a worthless jedi.
this would finally give some risk to bh s, who kill jedi, there will be retaliation. and the bh should go negative in exp, faction, skills, something, jedi already have risk, just no reward, bh s have no risk, all reward. this needs to be balanced out.

My rationale for the apprenticeship points thing was simple, we would have all be taught the basics of everything, and can still train them, even if it isn't quite our forte..the mechanics reason is that I want to encourage knights helping padawans but still want to see diversity of templates. There are not that many padawans to train and if it was onyl based on your skillset then you are really in trouble. I know that this isn't the Master / Padawan relationship that we have all known about, but at least it's something. I don't like the idea of having some poor paddy dependant on my real life schedule as to whether they can level or not.

I think to become a Jedi Master ,you should master all aspects of the force. Which yes, includes defender, powers, enhancer, healer, an saber. Now, the question is, do we want 100 masteres running around owning everyone. thats where the PvP limitations need to come in.
