If all of you can remember before the CU first went out that there were rumors that LA and SOE both were developing the CU. My guess is this is what SOE had in mind for the game for the first CU, but LA wanted to go with what they had developed. That is why there have been so many problems with the CU in the first place not enought time to test, work out bugs or even implement it into the game. My guess is LA had decided to let SOE have a shot of fixing the game before it goes away.
