not armor as long as have condition, not sure about the 0/100 ones

the way the bug worked before was if you ADK'ed a helm at 100 condition you could use it indefinetly,if you didnt ADK it and it got below 100/100 condition it was considered armour..its fixed now though,i have a black sun fighter ace helm that i wear that has 94/100 condition without any problems at all

or did that patch 2 patches ago fix it from turning into armor at 0/100?
