Yes, its a force power that continually uses the force (ticks x amount of force every now and then) so jumping on a speeder with fr active and dashing through the MO would generate a shedload of it.

The way it works now yes it does give VIs.

This is true. They made it so it ticks -5 every few seconds ... so you get Visibility. That is why they havea tiny force cost on the regular saber hit as well. When there used to be no FC on the regular saber hit people were getting around the visibility using a default attack pre-CU.

You're probably just lucky (or unlucky depending upon how you look at it
)then...strange as it sounds. I know a few Jedi who are "perma-termed", yet they never see a BH. Yet, I know other Jedi that are discreet with their sabers (relatively speaking)and get BH visits constantly.
Not being hunted by a BH is very plausible now since missions are totally random.
And everything I have ever heard/read leads me to believe that pretty much EVERYTHING (in terms of abilities)a Jedi does will generate some amount of visibility.I think that it used to be that the default attack (pre-CU) was the only action you could perform to not get visibility. The default attack uses Force now, so I'm pretty sure it gets you on the terms. Force Run does drain force, albeit slowly, so logic would say it generates vis.
Seriously, you're probably just lucky in not getting your mission pulled...of course, I could be wrong. /shrug
