Nope its not damage is in par with Banes/Sunriders from what i seen in verbos. As for the Pic like to know where that was taken since i only seen two people (one being a Dev and that toonin the pic was not the other i know weilding it)weild that saber and neither effect was working. Now that is basically the colors of the saber though.
I only question the pic because i was on just before server went down lastnight and i seen it being used and it surely did not look as nice as that pic does.

nice work there ppl, for an expansion called trials of obi-wan i was expecting some more exciting things for jedi...but no, we get a BIG nerf , a popsicle saber and the saber lame cloaks with a few mods!
