Sigh, I would of preferred they use the The Council Robe over the Arbiter Robe...in comparison and closeup it looks more Elderish.

Here is another shot of all the old FRS Robes, from left to right they are, Sentinel, Arbiter, The Council, Consular, and Rank (Knight).

its a quest that only the elders can do i believe.

The quest tells you to travel to Tatooine or something, so I don't think you'll need ToOW.
