Actually to answer your question from what little I know, nobody knows. What is known is that jedi through the quest base skill system (or whatever) are given their chances to aquire new robes. So my guess is even if the elder-status jedi aren't given their pick of the FRS robes, it'll still be possible for non-FRS jedi to getyou pick of the robes by questing.
