If he has a ranged arm, justwait for the snare to wear off, burst run up to him before he can snare you again, and hammer him. Cybernetics are nothing but a disadvantage in PVP (or PVE for that matter if you spontaneously grow a set of cybernetic legs without realizing it.)
That is the whole point bud. They can perma snare/root now with the SL buffs.

Exactly that is the problem - snares can be re-applied instantly and burst run does not cancel them out anymore. You hit the "burst run" button after the snare wears off and see it disappear to be replaced with a snare icon 5 to 10 secs after you started your burst run.
Snares (except ED) are attacks with no counters except Force Cloak, and to require Powers x4xx to be able to fight ranged attackers as a melee player is game design at its worst.

I don't know if our snares are worse or not, but when I just tried it against an NPC snare without a weapon had about as much effect as the natural ranged weapon snare has on me anyway.
