Yeah Foward Outposts. Each base has a different score in the GCW. What happens is that people place too many low cost bases instead of one high cost (SF HQ). It appears that there is a limit to the number of objects on a planet and that bases are killing spawns. Tat on Wanderhome is coming back, many more spawns in general, and even some krayts! Try it on Bria.

Juvies are more cost effective. They drop pearls but are easier to kill.
