You're just missing something.

Use a saber with around 1.1 second modified speed, you hit at the intended 2 second cap (if you have no haste buffs, faster if you do).
Use a saber with around 1.5 second modified speed, you're a little slower. Should be somewhere around 2.3 seconds of delay.

It works just like it did pre-CU, except the cap now (unbuffed) is 2 seconds instead of 1 second. You need a certain modified speed to hit the 2 second cap with advanced specials. I've learned with lightsabers it is around 1.3 seconds for most attacks. It works the same way with regular weapons. They simply just need to change the "modified speed" on the weaposn to display the speed of advanced specials, instead of the basic attack (Saber hit, Force Hit, Ranged Shot, and Melee Hit), which is what is throwing people off believing speed mods are currently broken.

If you are one who is fortunate enough to have a perfect saber (which should be around 1.1 second modified speed with MLS) try it for yourself. Then take out 3 of the damage pearls (or crystals, whichever you're using) where the speed is around 1.6 or 1.7 seconds, and then try it again. You'll notice you'll be considerably slower with the 1.7 modified speed as opposed to the 1.1 modied speed.
