I would be surprised if there wasn't a respec come FRS opening. But I also wouldn't be surprised if there wasn't one.

I can understand the desire for a one time respec for a change such as cloak. I do not think that all skills should be able to respec'ed though. I would say that if a person has powers 0400 (its late, bare with me if I have mentioned the wrong tree for cloak) then they are able to respec only that particular tree. If you dont have that tree, then you would not be able to respec.
