From what i've read in my admittedly limited amount of time on these forums, NOONE really knows the mechanics behind tuning. And since the CU it's become even more of a frustrating mystery.
Basically, a premium will probably tune better than a fair, but not always. The only advice that really seems to work is to tune as many crystals and pearls, no matter what the condition, as you possibly can.

I know this is hard to tell but does anybody know for sure if your skills in LS effect the quality of your tune, like if i tuned all my pearls and crystals when i first get jedi would it be as good if i tuned them if i'm MLS?

They dont' affect the tuning quality. Nothing you do will affect how well you tune the crystal or pearl. It's all random.

I tuned one of the first crystals I had to 101 -5 or something like that (the best tune I've ever gotten) and that was at before my first novice box.

Hey guys i just finished my padawan trials and am now a padawan
i went to tune one of my dmg crystals and pearls and it wouldn't let me
I have no skills yettt
It did let me tune my color crystals...
Do you need novice sabers or a set amount of force to tune dmg crystals and pearls?

you usually need a few novice boxes before you can train the higher quality crystals/pearls

need force to tune power dont need force for colors.

a padawan you need full force AND your robes, to tune powers, last I checked. dont forget the robes (+250 force)
