I think that sums uo the way I feel about "Jedi Control Population".
Pay my monthly fee and I will play just the way you want me to play. What if I tell you, you as a <Insert highest factional rank possible> you cannot set foot in <insert opposing faction> city (be it static and player) or you will get insta killed and hunted and much worse. I mean, whats the sense to see a bunch of Imperial Colonels hangin around Moenia or Anchorhead?

What I'm getting at is the use of those powers in broad daylight in the open cities for all to see. Now is the Empire serious in it's policy of Order 66; which invariably seeks to kill ALL the Jedi on SIGHT? The way the game reflects Imperial Policy, the Empire is unconcerned with the Jedi; which is NOT true.
A solution to this is to have a penalty for using force abilities within city limits. Each time a Jedi uses force abilities within city limits, a squad of ultra tough elite Stormtroopers spawn to that location via Imperial Shuttle, to investigate. If the Jedi in question is within combat range when they arrive (60 seconds later) the Stormtroopers will seek to kill the Jedi. If they succeed, the Jedi is "shelved" for two days. That means for 48 hours the Jedi cannot use any force powers whatsoever and is 'effectively' injured. But they can still login to the gameworld to allow for social or business activities as desired. For the penalty to kick in, the Stormtroopers have to deliver the death blow. This would be inline with what we see in Episode IV: A New Hope concerning Ben Kenobi and his hurried escape from Mos Eisley.
In the case of the Dark Jedi, we must recognise that for the sake of the game, the Sith rule of two had to be bent to allow for a 'Dark Jedi' or more accurately, a Jedi class that can be Imperial. So to make things all fair and good for both sides of the conflict and still maintain that ALL Force Users demonstrate reserve in their use of the force, the executor of the penalty for Dark Jedi shall be Darth Vader himself. This would be inline with how the character would deal with a hireling force user for 'embarrasing' the Emperor through possible exposure that the force is part of the Imperial war machine. Because if that information was known to the public, the Emperor's reputation would be at risk.
As far as the combat mechanics, the spawn would be relatively impossible to defeat even with a full team of any profession combination and ofcourse Darth Vader would have a strength similar to the whole squad put together.
Now in all fairness many of the Jedi fight in cities to take out the faction guards and shift the factional standing of the city to their own faction. This kind of behavior is admirable, but should be left to those who use blasters and Gaffi Sticks. There are plenty of player bases and a few NPC bases to earn faction points from if that's the only goal in mind.
This is something I suggested some time ago. I think it will add some depth and content to the Jedi game. The NPC's arriving should be no less than lvl84 and will not be pushovers to prevent farming them. The idea is to thin the Jedi in-town population and force the hiding issue. If the arriving squad is defeated, another should arrive as reinforcements and thus prevent the Jedi from regen'ing his force pool. The reinforcements will have more troopers and heavier firepower. The Jedi will have no choice but to run. They should pursue also, to prevent the jedi from repeating the cycle and prevent the work-around for the cycling of the reinforcements.
I dont like the idea of shelving the jedi for 2 days though. When a person pays to play a game, they should be able to play it whenever they want without that kind of restriction. Its a RL paid service legality. Now maybe in-town visibility could be doubled. That would deter some from "showing off". I am not sure there will ever be an all encompassing resolution to the issues at hand but maybe a few small fixes could help.
Another idea to add would be to maybe have the NPC mayor of that town ban the player for 24 - 48 hours from whatever town the Stormies were called to?

Just to point out something, wouldn't those original clones be dead of old age? I always thought the Episode 4 troopers were imperials from Caridia the Imperial training acadomy, and hence would not have order 66 engrained in them.
Also can you suggest another way for a Jedi to level his character. I'm all for levitating big rocks and using a lightsaber ageinst floating balls. Seems like the darkside to kill all the animals we do for experience. Healing others in combat and easing wounds would also be jedi xp as well as biulding lightsabers.
Does this mean since my speeder gives me visibility I should be glad is thas no weapons because it would automate and shoot me?
