The servers are up but are only for INTERNAL TESTING right now. They will be switched to external use soon. -All Knowing One

The login servers are not reachable from outside the SOE network. You will see the character selection screen with whatever info got stored on your harddrive. You will not see anything that needs to be loaded from the login server (server status for example).
SOE usually starts up the actual live servers and a few SOE testers start playing on them to make sure no major (I should say really, really, really major) problems exist, while the login servers are not connected to the outside so the general public cant interfere. As soon as its deemed ok, the login servers will be connected to the internet and you will be able to log in.

The first screen you see that says the servers are up, have to do with they being available...doesn't mean they are useable by us. So when you get to the character selection screen, and it doesn't say loading or online...then they are turned off to us. Once you see it say loading, then you know in an hour or two they may be ONLINE. Depending if SOE run into any bugs and have to reload the servers. (this is a very simplified explanation - may not be completely technically accurate).
