Jedi had their revamp which brought the FRS with it.
Jedi were then striped of the skills and FRS that came with said revamp.

Smugglers have just had a complete skill tree revamp.

So in theory the Smuggler skills must first be broken and striped away along with all additional content from your profession before you will be eligible for another revamp.
