Never, unless devolopers do something like...
- Penalties for revieling force powers in static cities
- saber tef
- imperial guard
- vis...(known)
- ect..
- OR...
- Remove and totally revamp jedi, reset all those who were jedi, and replace them all as initates
Supposedly, according to the naysayers (Jedi Haters, Uber Canon freaks, et al), 80% of the game has a Jedi or is working towards it.
Yep, let's see. 75% of the Jedi playing quit (being generous with 25% staying) because they can't do much other than just die and get XP Loss to FOTM BH who can perma-snare them et al.
The remaining in the FS system see the Jedi population just bleed off, and about 70% of them quit in frustration.
That means ~50% of the game has quit, servers have to be consolidated, and the money dries up, developers released, game goes into shutdown mode.
Great future for the game, eh?

Here's a brilliant idea why don't they acctually ask the player base.
With the turnover at SoE, it seems many of the devs have a year or less experience with the game. On the other side, there are quite a lot of players who have been here for 2+ years. In terms of getting a clue, ignorance has an easy solution: Education. Stupidity is another matter entirely.
GIVE EVERYONE A JEDI (sound familiar?)
make jedi suck (sound familiar?)
let only high ranking FRS jedi be "uber" (still a real possiblity)
this would let soe keep its promise (and its subscribers) by letting anyone be a jedi. They never once promised everyone that they would have a good jedi.
