If he is healing faster than every 6 seconds, he is exploiting and bypassing the cooldown timers. If he was doing it PvP then he should be banned.
I've seen both sides do it PvP and BOTH sides should get punished.

Yes he SHOULD be banned, but we do not live in a perfect world. Try writing a ticket about this and u get and answer like this:
"bla bla bla, thank u for bringing this possible exploit to our attention, bla bla bla", and absolutely nothig is done.
