The reason you and I are not getting it is that we have an old rank that included being above a certain mean Star Rating value, you can see if you have this by the gold [swg] before your name. The only ones with the 2 year rank has a silver [swg] tag.
Why would you, narut0 or I get the swg cheif petty officer when it's rank 22 and wing commander is rank 27....don't seem like you would go back 5 ranks. The ranking system is a bit confusing. I never paid it any attention though.
The thread for this is under the Customer Service forums... I have no idea how they have it set up, but I just changed to SWG Chief Petty Officer and that is inline with the time requirement, but when I look at others that have less time than I do and a higher rank than myself.... I just don't get it. 
Oh well though... check the Customer Service forum for more info on that.
