exceptional loot
JTL still drops exceptional loot in the form of ship parts. Every once and awhile you'll hear about someone who looted some ship part with a crazy stat. You may have even looted one or many yourself. Everytime you go looting there's a chance you may get something that breaks what you previously thought was a limit on a particular level ship stat. And for some reason, even though it really doesn't make that much of a difference it still imposes a certain lure onto space looting that you can no longer get with ground loot.
on the ground everything is capped and predictable and boring. Though I agree that (exceptional) and (legendary) items were imbalancing, there still needs to be an element of anticipation for the possibility of finding something that's surprising, something that could be the "best" (at least among your circle of friends).

I strongly agree with that.. It just doesn't make sense to have the loot be so predictable on the ground and not in space...
Then again, when have the devs ever done anything that made sense?

Not to mention the Black Sun Ace helmet, which is coveted simply for it's rarity and not its practicality.
I'd welcome Exceptional and Legendary weapons, but not at Pre-CU level. Some of those mean T-21s 1-shotted players. That's too much for me.

The difference with the space loot system and the ground loot system is simply that the developers have not mucked around with the space loot system so often that it broke.
Each named JtL part has a range of statistics that it can have; this range is fixed. The chance to drop an 'exeptional' part really isn't all that low.
What the basic loot system needs is a revamp bythe developer who set up the original loot tables, the developer who set up the 'crafting kit' loot tables, andthe developer who set up the latest 'decor schema' loot tables, allworking together to put the loot tables back in order so that everything drops at appropriate rates from the appropriate mobs. They need to rework the loot tables to take into account that the most powerful mobs at the moment are a maximum of CL 111, with even Grand Krayt Dragons at CL 96.
Then they need to test the fixed loot tables in Test Center, and then again In Live. Blixtev recently effectively admitted that their QA department doesn't test In Live bugs on Live servers.
