Recently I looted 3 of these clothing attachments/armor attachments with no stats at all. Whats the deal with that and are they or will they be useful for anything?

They are useless.... destroy them.
Hopefully they will fix these at some point so they no longer drop

these SEAs are wht is refered to as the "mystery seas". you dont find out what they do untill they are actually on a piece of clothing or armor. go ahead and try it, you migh be pleasantly surprised.

All you will get is a wasted socket - they do not give any mods.
Been there tried it... wasted the socket.
