I have a padded armor belt with +5 block AA on it (thats all). If I add a +6 block AA to it, will both cancel out or just the first one?

the +6 would replace the +5,thus the final mod would be +6

Also be aware that noone knows how Block works after the CU

Also be aware that you perhaps might not be able to wear the belt after the CU, it might count as armor and need a certificate.
