Items And Loot Archive

i have heard alot of talk about these and want one (especially after being disapointed by the radio). so i want to know, where do i find these? are they a schmatic? if so what do you need tobe tomake them?

You rent them from the event coordinator located in the first right room of any NPC hotel. They last 8 hours and then evaporate. The timer starts when you purchase them. You can not make them last any longer. They are not loot.
