Based on discussions over in the Jedi forum (anti-decay kit doesn't currently work on sabers, but will), then yes this works. If you destroy the item with decay protection, you get the kit back. If you destroy the kit, you're Snot Out of Luck.
It has not been confirmed if this is long-term functionality, or just to cover any initial problems. But the harvester self-powering addition is re-usable, so it's not unreasonable that the anti-decay kit could be transferable to different items. Of course, the destruction requirement might make for a tough decision: do you blow away a very nice looted weapon in order to make an even nicer weapon decay-proof?

Yes it dose say somthing along thos lines its a LIE!!!!!! I was testing mine out and I had to destroy the item to get the kit back, the system was originaly ment that you place item in apply decay (decay kit stays in invt.) and to remove simply place item back into the decay kit and then select remove anti-decay with radial menue
(this is what I gathered from description)
Current method is you place item in decay kit apply anti-decay (decay kit is removed from invt.) then to you destroy item.
I love the first method hate the second... if devs read this PLEASE make it so I dont destroy some realy nice items
